Client challenge

The situation.

A defence estate infrastructure programme had failed its previous quarterly assurance review, rated amber-red on delivery confidence and red on cost. Existing PMO capability had been drawn down and the sponsor had no independent view of the risk position. The next review was ninety days away.

Primus solution

What we did.

Primus stood up an independent PMO with fully cleared personnel, ran three stage-gate reviews inside the ninety-day window, and produced an assurance evidence pack that satisfied both the internal risk committee and the external MoD assurance function.

Approach

How we delivered it.

A DV-cleared PMO lead and two SC-cleared controls professionals mobilised inside seven working days. Independent baseline reset in three weeks, fortnightly risk workshops with the sponsor and the delivery team, and a rewritten reporting cadence calibrated to the MoD framework.

Outcome

The measurable benefit.

Programme re-rated green on delivery confidence and amber on cost at the next quarterly review. Three assurance passes cleared in the window. Programme value of £4.1m protected against the original cancellation risk.
